A mental health facility in Jesse Jackson's district is forced to stop services

 Dr. Carl C. Bell is recognized internationally for his work in the area of race, culture and ethnicity on behavioral health care, including depression. He is also one of a handful of black men in the city who have led institutions that provide low-income patients with holistic services.
 
"I'm qualified enough to treat a Jesse Jr.," Bell told me on Monday.
 
Frankly, the state couldn't have picked a worse time to pull the plug on a community mental health center.
 
Jobs are scarce. Houses are boarded up. Homicides are skyrocketing. It's a miracle that a lot more people aren't trying to dull the pain with illegal drugs.
 
"Who is going to give money to a black organization that is helping black people who are mentally ill, abusing substances, poor and sometimes slow?" Bell asked.

A few months ago, Patrick Sharkey, a sociologist at New York University, published a paper in the Proceedings of the National Academy of Sciences showing that when there is a murder in a black child's neighborhood, his or her math and verbal standardized test scores go down. This is true even if the child doesn't witness the violence directly and isn't personally impacted by it.1 Just being in close proximity to a homicide is enough to hinder academic performance.
 
To measure how local homicides impact students' test scores, Sharkey compared the test scores of black children directly after a homicide in their neighborhood with other children in the same neighborhood who took the test at a different time. Black students tested directly after a local homicide scored substantially lower than their peers who live in the same neighborhood, but were tested at different times.
 
Of note, Sharkey was unable to find enough murders in predominately white neighborhoods to see if white children were affected, suggesting that this homicide effect is really most damaging for black kids. Indeed, the drop in black children's scores after a homicide account for about half the difference in the typical racial achievement gap.

A former Chicago Public High School basketball star was shot and killed on the Far South Side Thursday evening, just months before finally achieving his goal of playing Division I college basketball.
 
Michael Haynes, 22, was shot dead while trying to break up a fight over a stolen necklace near his home, said his cousin Kandice Blouin, 25.Police said he was shot in the wrist, chest and lower back about 5:10 p.m. in the 11600 block of South Vincennes Avenue.
 
Haynes' basketball career involved a number of destinations. In May he committed to Iona College in New York and it looked like his dream of playing Division I basketball was finally coming true.
 
"I know he had just signed with Iona. He talked with my son [former Duke player Sean Dockery] last week and Sean told him he should get out of Chicago as soon as he could."

 Waivers Falling Short in 'Parent-Engagement' Area, Researcher Says

To be granted a waiver from some requirements of the No Child Left Behind Act, failing public schools must involve parents and the community in the improvement process. The U.S. Department of Education requires this-but does the Education Department ensure that it happens?
 
Sara McAlister, a senior research associate at the Annenberg Institute for School Reform, argues that the Education Department "consistently ignores" the requirement, effectively dooming the efforts from the start given the deadlines set forth in the waivers.
 
One of the turnaround principles schools can choose as part of their commitment in receiving a waiver is to create "ongoing mechanisms for family and community engagement," with specific suggestions: 
  • Conducting community-wide needs assessments and community asset mapping;
  • Establishing organized parent groups;
  • Holding public meetings to engage parents and community members in shaping school improvement plans, and
  • Providing wraparound supports for students and families.
"This is a mistake," writes McAlister. "A substantial body of research and practice documents the importance of authentic parent and community engagement in schools and in school reform."
