The FY 2013 budget has been presented and the battle is on. Quinn in his budget is calling for the closure of 14 institutions around the state. In every community were these closures are slated to happen the legislators are up in arms about the loss of jobs in their community. We think this will dominate the news for the next couple of days or probably weeks. Michelle Saddler, Director of DHS in her budget briefing outline the effectiveness step the department will be taking in 2012. You can see the DHS budget briefing.   Specifically regarding addiction the Governor has projected a cut form in Medicaid spending of 5 million dollars by-and we quote form their briefing "DASA will implement utilization management and quality review measures for Medicaid services to assure the most efficient and clinically effective use of scarce resources. Estimated savings from utilization management is $5.0M in FY13. For General Revenue funds, the suggested numbers are:
General Revenue Fund - Dollars in millions
  • FY10 Actual Expenditures = $146.8M
  • FY11 Actual Expenditures = $133.2M
  • FY12 Estimated Spending = $130.1M
  • FY13 Appropriation Request = $125.0
The budget also calls for the elimination of the 2.6 million in prevention funding.  Secretary Saddler during the budget briefing

We are actively preparing position papers and fact sheets that we will be sharing with you.    While treatment services made it to this point fairly well, CORE is particularly alarmed at the cutting of prevention services again.
