The Small Business Lending Fund would make up to $30 billion incapital available to financially sound banks that have less than $10 billion in assets on their books. The goal is to encourage them to lend to small businesses. If participating banks increased lending to small businesses by 10 percent over the previous year, they would pay as little as 1 percent on the capital they received from the fund.
