State's budget dance has Illinois service agencies doing a painful limbo -- chicagotribune.com: "State government's annual stage play is running once again: Politicians unable to agree on a budget are squeezing social-service providers, who in turn are shouting at rallies that orphans, the disabled and mentally ill will be hurt. Then the politicians use those cries to plead for more money."
