According to a 2006 study by The Consortium for School Research at the University of Chicago,
only three out of 100 Black male students who attended Chicago public schools were projected
to receive a Bachelors Degree by age 25 and, according to a 2008 study by the Schott Foundation
for Public Education, only 37% of Black males who attended Chicago public high schools
graduated in 2006. Results for the 2008 Illinois Prairie State Achievement Exam show that
only 24.9% of Black eleventh-grade students read at grade level and only 20.3% performed math
at grade level. In Illinois, the average ACT score in 2008 for Black students was 16.8 while
Asian Americans scored 23.3. Most states with significant populations of Black students
achieved these similar results.
Sixty percent of the Illinois prison population is comprised of Black males. Because individual
prisons do not disaggregate racial data, we have attributed 60% of each prison's population to
Black men. Most Black men in college are between 18 and 30 years old. Many, if not most of
the Black men in prisons are between 18 and 40 years old. No Illinois community colleges or
county jails are included in these statistics. This information was compiled by
The Black Star Project from data provided by the Illinois Board of Higher Education
and the Illinois Department of Corrections for 2007.
